Dashboard overview

The scoring system has three main components:

  • Main page - landing. It has all the general information on what E-government and EGDI are, EGDI components, and the main objective of the scoring system. Main page also contains links to the User Manual and Scoring system itself.
  • User Manual page which is this guide document that explains how to use scoring system easily and effectively and describes the main concepts used in this scoring.
  • Scoring system page is a self–assessment tool that helps to evaluate the current level of E-government readiness in the country.

Scoring metrics

EGDI is a composite index based on the weighted average of three normalized indices:

  • Online Service Index (OSI)
  • Telecommunication Infrastructure Index (TII)
  • Human Capital Index (HCI).

OSI is based on the data collected from an independent online assessment, conducted by United Nations Department of Economic and Social Affairs (UN DESA), which assesses the national online presence of all 193 United Nations Member States, complemented by a Member State Questionnaire (MSQ).

TII is based on the data provided by the International Telecommunication Union (ITU). It covers the following indicators:

  • Internet users (% of population)
  • Mobile-cellular subscriptions per 100 inhabitants
  • Active mobile-broadband subscriptions per 100 inhabitants
  • Fixed broadband subscriptions per 100 inhabitants.

HCI is based on the data mainly provided by the United Nations Educational, Scientific and Cultural Organization (UNESCO). It covers the following indicators:

  • Adult literacy (%)
  • Gross enrolment ratio (%)
  • Expected years of schooling
  • Mean years of schooling.

Each of the subindices (OSI, TII and HCI) weighs one-third of the overall EGDI score.
